WASHINGTON — U.S. Sens. John Thune (R-S.D.) and Tom Carper (D-Del.) today applauded the U.S. Department of Treasury for expanding its preventive services safe harbor for health savings account-eligible high-deductible health plans (HDHPs) to cover certain chronic disease services and drugs on a pre-deductible basis. In June, Thune and Carperintroduced legislation that would have accomplished this goal legislatively.

“Today’s announcement is welcome news, particularly for patients with HDHPs who may now be able to receive certain chronic disease management services before their deductible is met,” said Thune. “It’s been gratifying to work with Sen. Carper on the Chronic Disease Management Act and to help advance this policy, and I would like to thank the Smarter Health Care Coalition for its continued advocacy and support of the value-based insurance design and our bipartisan legislation.”

“Four in 10 Americans with health insurance have a high-deductible health care plan.,” said Carper. “It’s why today, I welcome the guidance put out by the Treasury Department, which signals a commitment by this administration to improve health outcomes for these patients and lower their health care costs. I’m proud to see this kind of momentum build around real solutions, and I look forward to working with all willing parties to advance my bill with Senator Thune that will ensure patients with high-deductibles can get better access to the basic care they need to stay as healthy as possible, without facing the burden of their deductible.”
